Federal Government Jeopardizes Texan’s Health as Funding Restrictions Prevent States from Offsetting Skyrocketing Costs of H.R. 1

The federal government is harming Texans and Texas healthcare systems through the harsh implementation of the restrictions found in H.R. 1. The Texas Governor and the Texas Children’s Health Coverage Coalition oppose federal agencies’ overreaching implementation of H.R. 1 through rulemaking. The federal government’s refusal to approve Texas’ plan to offset inadequate Medicaid payments to providers with supplemental funding sends a clear message to Texans and state leaders: Texas will not receive a special carve out and will shoulder the consequences of the administration’s policies just as Minnesota, Florida, and every other state are expected to. 
 
Even as Texas braces for the devastating consequences of H.R. 1’s Medicaid and SNAP funding cuts, the administration is unwilling to give the state the flexibility it needs to protect access to care and support for Texans This statement provides policy recommendations that could allow Texas state and federal elected officials to better serve the needs of their constituents.
